Information About the CDC

WHO IS SERVED

Our program serves children ages 2 1/2 (30 months) to 6 years from the university and surrounding community. Children must be 30 months to enter the program. This comprehensive child care program is designed to serve all children seeking preschool and/or child care services regardless of race, color, disability or health status.

WITHDRAWAL FROM CENTER

If you find it necessary to withdraw your child from the Center after your application has been accepted, your request must be in writing and will become effective on the later of: 1) the date the request is received by the Center, or 2) the date specified in your written request. You will be billed for the days elapsed in the term, whether your child was in attendance or not, plus a $50 processing fee.

RE-ENROLLMENT

Once your child is accepted and attending the Child Development Center and you have indicated you want that slot for the whole year, he/she will automatically be readmitted each term. Parents need to submit new applications each year. Those applications are available in the spring. Families with children currently admitted to the center have first choice at a spot for subsequent years.

PLACEMENT INFORMATION

The first 30 days are viewed as a trial period so that both you and the center staff can be sure that this is a positive arrangement for your child. During this time, a decision may be made by either the family or the child development center staff as to the appropriateness of our program for your child.

CHILDREN'S RECORDS

All children's records and information shall be kept in strict confidentiality. Medical, anecdotal records and academic information will be available to others only with parents' written permission. We will not verify your child's enrollment to anyone via the telephone and without your consent. Children's files are available to State licensing personnel and the validator from the NAEYC Academy who "spot-check" our records once a year.

MANDATORY REPORTING REGULATIONS

As a State license agency we fall under Oregon Law (ORS 418.740-418) regarding mandatory reporting of suspected child abuse or neglect. Certain persons or groups of persons having frequent contact with children are required by law to report suspected cases of child abuse or neglect to the local Services for Children and Families or law enforcement agency. (i.e., school personnel and child care providers).

We must report cases of abuse or neglect as defined by the booklet "Recognizing and Reporting Child Abuse and Neglect - An Explanation of Oregon's Mandatory Reporting Law". This booklet is available for parents/guardians to review upon request.

CONCERNS/COMPLAINTS

  1. Discuss concerns with your child's Teacher (Direct Caregiver). They are more than happy to schedule a time that meets your needs. (Phone numbers will be supplied at enrollment).
  2. If there is still a problem with your child or a staff member, you may talk to the Director.
  3. If not comfortable or still have concerns, you are welcome to contact the Program Director for Teaching Research Early Childhood Training Department: Mandy Raab at (838-8769).
  4. Because we are a state licensed facility, if you are still not satisfied or feel you need further assistance you can contact the Child Care Division, Employment Department (CCD does not deal with money matters or fee concerns). Our certifier is Linda Nelson. She can be reached at (541) 757-4261 ext. 235.

HOURS

The child care program operates from 7:30 am to 5:30 pm Monday through Friday. Hourly service is not available. Other options for attendance are listed on the applications. To insure quality staffing and financial stability of the center, there will be no deviations from the options without written consent from the program director.

Your child must be picked up by the time listed on the attendance option you choose. Repeated violations may be cause for your child's removal from the center.

ARRIVAL AND DEPARTURE PROCEDURES

We use a time card system to track children's attendance. It is the parent's responsibility to sign their child's time card (in Parent Center) when the child arrives and then deliver the child with the card to the supervising teacher. The teachers then keep these cards with them throughout the day, often comparing cards to kids as a safety measure. When parents pick up their child at the end of the day, they need to see the teacher to get the time card and sign out. We ask that parents not deliver or pick-up children between 9 and 12 (preschool in session) or 12:30 and 1:30 (rest time). Children will only be released to parents/guardians, or people listed on the pick up form.

If a non custodial parent is not allowed to pick up their child, we must have a copy of the court order on file.

ASSESSMENT

Each child will be observed and assessed at the beginning and end of the year. Assessment tools which are developmentally appropriate will vary according to each child's needs. These are criterion referenced assessments and will not be used to determine IQ, or other such scores. Results help teachers monitor child progress and will be shared with parents.

HEALTH POLICIES

Immunizations/Allergies

All students must provide record of immunizations prior to admission to school. Be sure to notify staff or the director if your child receives new immunizations during the year so they can be added to the form. Parents must initial all additions to immunization records. Children who are not "current" on immunizations will be excluded from school on the date set by the State Dept. of Health (usually January or February of each year).

Be sure to communicate allergy information to staff.

Illness

In order to maintain a healthy atmosphere for all children and staff, we require that children who are ill be kept at home until they are fully recovered. Listed below are the specific guidelines as mandated by the State Child Care Division. We cannot admit children who have been:

  • Diagnosed as having or being a carrier of a day-care restrictable disease or
  • Has one of the following or combination of symptoms or illness:
    • Fever over 101.5 F.
    • Diarrhea (more than one abnormally loose stool per day)
    • Vomiting
    • Nausea
    • Severe cough
    • Unusual yellow color to skin or eyes
    • Skin or eye lesions or rashes that are severe, weeping or pus-filled
    • Stiff neck and headache with one or more of the symptoms listed above
    • Difficult breathing or wheezing or
    • Complaints of severe pain

Your child should not be sent to the center until 24 hours after symptoms have passed. Any child not healthy enough to participate in regular class activities should not return until able to participate fully.

Please contact us if your child contracts a communicable disease or is exposed. When we are informed that another child has a communicable disease all parents will be notified. This same procedure will be followed if a situation like head lice occurs.

A child infested with head lice may return after treatment. All the nits must be out of the hair and a note stating that treatment has been completed needs to be sent. Information regarding other childhood diseases/illnesses that may require exclusion from the center is available upon request.

All center staff are trained in Universal Health Precautions to minimize the spread of illnesses. Maintaining health standards is part of creating a safe learning environment. This affects the children, their families and the center staff. We ask for your cooperation in this effort.

Medications

Parents must fill out a medication(permission to administer) form and leave it with a staff member if it is necessary for us to administer medications to your children while they are at the center. We must have all prescription drugs in their original container from the pharmacy. Most drug stores will give you two containers if you tell them you need a labeled container for school.

Injuries/Accidents

Scratches and scrapes, which are inevitable when children play, will be treated with a warm soap solution or hydrogen peroxide, a bandage, and TLC. In the case of a more serious accident, we will follow these steps in the order that they are listed.

  1. Contact parents. (Listed on enrollment forms).
  2. Contact emergency contact person that is on enrollment form.
  3. Contact child's doctor. (Listed on child's emergency form).
  4. Contact Teaching Research's Doctor, Keith White.
  5. Request emergency help, 911, if needed.

Therefore, it is very important that we have current emergency information on file at all times. For WOU students, the parent locator service in the college center is a great resource that helps us find you on campus.

* All injuries are documented on incident report forms, which are available to parents upon request.

WHAT YOUR CHILD SHOULD OR SHOULDN'T BRING

DO Bring:

  • A lunch. We provide milk. We monitor lunches to ensure they provide nutritious foods, as good nutrition is a part of our program.
  • A complete change of clothes in a labeled plastic bag. Disposable diapers (if your child is not toilet trained). Two blankets or sheets (for children staying during rest time). A pillow or stuffed animal for rest time is also encouraged.

Do NOT Bring:

  • Gum or candy.
  • Money (prevents possible misunderstandings over ownership).
  • Toys (except on sharing day). Please do not send toy guns or weapons at any time.

LUNCHES

Lunches are provided by parents for children participating in the afternoon child care program.

  • Lunches need to come ready to eat (i.e. peeled oranges) and must be available by 11:30.
  • As a certified child care center we are required to monitor lunches even though lunches are provided by parents. If they are not complete (details in handbook), we are required to supplement lunches from our snack food. You will be notified what components of the lunch are missing.
  • Milk is provided for all children.
  • Each classroom has a refrigerator for the lunches.

 

CLOTHING GUIDELINES

Children may wear any clothing that is comfortable and meets their needs.

  • Put your child's name on all outer clothing that will be worn at the center. This helps staff make sure clothing is not lost.
  • Children will use tempera and water-based paints throughout the year as part of the curriculum. Although the paint is water based and mixed with soap, it sometimes leaves stains. Please don't send your child in clothing that cannot be worn to paint in. (Paint smocks do not cover clothes completely and are optional)!
  • Shoes should be durable, comfortable and secure. Shoes that fall off during activities can be dangerous.

EMERGENCY WEATHER SITUATIONS

The center runs on the same schedule as the college. If WOU closes, the center closes. Listen to one of the radio stations listed below for closure information. Preschool will be canceled if buses are not running due to school district closure or delay. If the university is open, but all other schools are closed, assume that the center is open for child care only.
