Difficulties in recruiting, hiring and keeping special education professionals is an all too common reality
in Oregon. While the number of studies offering solutions to these problems is not overwhelming, we do have a
solid basis for identifying effective recruitment and retention practices.
We know, that people make career decisions based on many things, not all of which are under the
control of education agencies. Education agencies do, however, have control over a number of things that can and
do make a difference in an individual accepting a job and staying with an agency.
This self-assessment tool focuses on those things that an agency may have control over that are based on both an
extensive review of the literature on effective recruiting and retention practices and numerous discussions with
Directors of Special Education and Special Services, Human Resource Directors, Superintendents, Special Education
Teachers and Related Service Personnel all around Oregon. It is designed to let you judge your own practices and
determine your strengths as well as identify areas where you might like to make changes or implement new practices.
