OTRM Program Evaluation

Federal Reporting Requirements
OTRM submits an annual performance report each summer to the federal Transition to Teaching program. The 2003-04 Performance Report (PDF) was submitted in May, 2004. A final performance report on the first two years managed by OUS was submitted January 2005.

The Teaching Research Institute at Western Oregon University officially assumed grant management in April 2005 for the remaining 2.5 years of the project. The Year 3 Performance Report was submitted May 2005. Included in the report is required information on scholarship activity at each of the five participating universities. Data includes:

  1. Number of applicants by target population:
    • Mid-career professionals with baccalaureate degree
    • Recent college graduates who enter a fifth year program in a state-identified teacher shortage area
    • Second baccalaureate students who have completed first baccalaureate requirements
    • Teachers already employed with Transitional License
    •  Paraprofessionals with at least 2 years classroom experience and 2 years of college
  2. Number of scholarship recipients per grant year, with the following information collected in the OTRM database:
    • Applicant Name
    • Applicant current address and current phone number
    • Permanent address and permanent phone number
    • Gender
    • Age (date of birth)
    • Race/Ethnicity
    • Educational background:
      • where the undergraduate degree was obtained
      • the undergraduate academic major and minor (must assure that education was not the background to meet federal restrictions)
      • the year of graduation for the BA/BS degree
      • graduate level degrees held, if any, and in what field(s)
    • Career/Employment background: 1st career area, 2nd career area, 3rd career area, other
    • Languages spoken
    • Testing information (the years the Basic Skills and Praxis Content Area tests were passed)
    • Which target population the student comes from:
      • mid-career professional with baccalaureate degree
      • a recent college graduate who enters a 5th year program in a state-identified shortage area
      • a second baccalaureate student who has completed 1st baccalaureate (at OSU)
      • a teacher already employed with a transitional license
      • a paraprofessional with at least 2 years classroom experience and 2 years of college
    • The content area(s) the student wants to teach
    • The level of teaching authorization sought:
      • Early Childhood
      • Elementary
      • Middle School
      • High School
    • Name of the university teacher preparation program the applicant will attend
    • Amount of scholarship (in most cases it will be $5,000)
  3. Number of mentors receiving stipends by school, teaching level, and content area(s)

Evaluation
Evaluation of the federal Transition-to-Teaching project and each of the subgrantees is being conducted by American Institutes for Research (AIR).
