Tim Andrews is the newest member of the Oregon DEC board and is
currently serving as vice president. Tim received his undergraduate degree from the University of Wisconsin: Madison, and his Master's in Early Childhood Special Education from Portland State University. Tim is currently working for the Multnomah Education Service District as a classroom teacher for 3-5 year olds with mental health needs and behavioral challenges.

Tom Udell is an Assistant Research Professor at The Teaching Research Institute, Western Oregon University. He is currently the co-director of the Early Childhood and Training Department has over 17 years of experience in early childhood education. He has served as the project director of the federally funded TRAC Outreach project and the Social Competence Model Demonstration project. He is a project staff member of other state and federal projects currently being conducted at Teaching Research. Within these roles he is responsible for grant writing, developing training materials and providing inservice training at the local, state, regional and national levels.

Dr. Mulhearn Blasco has taught at the graduate and undergraduate level in Early Intervention and Early Childhood Special Education since 1990. She is the author of a book entitled “Early Intervention Services for Young Children and Their Families”. She is currently an Associate Professor of Pediatrics at the Child Development and Rehabilitation Center at OSHU. She also teaches part-time at Portland State University in the Early Intervention/Early Childhood Special Education Program and she is on the faculty and an advisory board member of the Infant Mental Health Program. She has been a member of DEC since 1986 and has served on multiple DEC committee’s and the executive board since 1995.

Leslie Munson is a faculty member in the department of Special Education and Counselor Education at Portland State University. She teaches classes in Early Intervention/Early Childhood Special Education. Her experience includes services in early intervention, hospitals, homes, health departments, public schools, Head Start and Early Head Start and childcare settings. Her doctorate is from Vanderbilt University, Nashville, TN. Her research interests are in the areas of parent-infant interaction and grief. Prior to serving as Personnel Preparation Chair, she served as Membership Chair of Oregon DEC.
